As code enforcement officers, there is a high probability we will be “first on scene” in a lot of situations. When code enforcement officers come across an unlicensed community residential home, we will need to determine what ordinances, if any, are being violated and if there are laws being broken so we can forward it to the police department. Code enforcement officers should be prepared so if we are called as a witness in one of these cases, we know exactly what to do. If no laws are being broken – what can code enforcement officers do to protect the residents in these homes that may not be able to protect themselves? (2 CEH)
