Hot Topics in the Legal Arena/ Legal Process in Code Enforcement. During this one hour lecture the attendee will be provided highlights of recent legal developments over the past year involving code enforcement.

Legislative Update Call to Actions / The Legislative Process.  This presentation will provide a general overview of Session including budget highlights and a summary of code enforcement and general government legislative policy issues that passed and failed.

Communication in the Community: Defusing Conflict. This workshop will focus on conflict management techniques. It will focus on self and social awareness in difficult conversations, building trust, and shifting culture to engage in change management and increase the likelihood of voluntary compliance in stressful communication scenarios.

Zoning 101. Communities use zoning to guide growth and development in harmony with current and future land use and to protect health, safety, appearance, and prosperity. This course is designed to introduce participants to zoning concepts and provide an overview of zoning concepts that code officials can use in enforcing regulations.

Best Practices in 2021 & Beyond- Advancing and Elevating the Essential Work of Code Enforcement in a Changing World. During this presentation attendees will have a detailed overview of the major issues facing departments nationwide. From lawsuits targeting departments and individual workers to the additional pressures that come from expanded responsibilities, learn proactive steps and specific policies and procedures you can institute to empower, energize, and elevate every aspect of the essential function of code enforcement.

Animal Safety/ dog bite. The Presentation will touch on animal safety, animal behavior, and how to stay safe during a possible encounter. It will also provide an overview of some wildlife that you may encounter while in the field.

Personal Preparedness for Code Officers. To provide a basic understanding and appreciation for what an individual must do to ensure their own safety. Explain techniques to enable the successful outcome of an emergent situation. Discuss the handling and appropriate responses to unexpected events.  Enhance awareness and hone a keen eye for detail in observation.  Discuss current events and review the growing threat to government employees.

Officer Safety Mindset- Encountering a threatening or dangerous situation while working as a code enforcement officer can be scary, stressful, and dangerous. Having a prepared mindset, strong communication skills, and de-escalation training is imperative. In this class attendees will identify and discuss the Guardian Mindset. Lear communications skills to keep situations from escalating and using de-escalation techniques to calm down a tense encounter. Employing situational awareness and best safety practices to make sure you are approaching every situation as prepared as possible to avoid a dangerous situation.

Bona Fide Agriculture Rules and Exemptions and/or Tourism- Ag Exemptions, Agritourism, and Florida’s “Right to Farm” – A discussion of bona fide agricultural exemptions, agritourism activity, and agricultural activities on farmland in Florida and their intersections with local government code enforcement.

Chronic Nuisance Abatement- The Chronic Nuisance program is an extension of, and in addition to, code enforcement.  In the past, properties would be cited, taken to a special master hearing and then fines would run on. Sometimes accumulating to a total much larger than what the property was worth. Now there is an alternative.  The Properties are now taken to a hearing and instead of fines, a service order is issued allowing the city to perform chronic nuisance services, billing the owner for the costs.  Should the bill go unpaid, it will be assessed to the property taxes, thereby ensuring that the city recovers monies spent.  The Chronic Nuisance Property Code says to property owners, in effect, "If you do not take action to try to stop these nuisances from recurring, then you will pay the cost of the city services that must respond to your building."  The code is influencing reducing the problems where it has been used on both commercial and residential properties.

4th Amendment in Code Enforcement-This seminar will provide a case survey on the most recent issues addressed by state and federal courts relating to search and seizure requirements for code enforcement officers. The seminar will distinguish between search and seizure requirements in the administrative and criminal contexts and provide practical tips for code enforcement officers encountering search and seizure concerns in the field.
