FS 162 Language Passes in HB 269

On the morning of 5/2/13, by a vote of 119-0, the Florida House of Representatives sent HB 269 was passed and sent to Governor Rick Scott for his signature. Included in the bill was language introduced by F.A.C.E. to reverse recent changes to FS 162. The Bill can be found here: http://www.myfloridahouse.gov/Sections/Bills/billsdetail.aspx?BillId=49491. It's time to elect new Officers to the F. A. C. E. Board of Directors. The position of President is automatically filled by the current 1st Vice President. All other positions are elected each year. Call to Action for Code Enforcement Bill

Members,

Language which fixes last year's legislation impacting Chapter 162 is in position to pass in both the Florida House and Senate, but, we need your help!

The language, contained in the "Building Codes Bill" has been amended on to SB 156, an act relating to swimming pool and spa contracting. The language, and the bill, appear to be fine in the Senate.

However, in the House, things are far less clear. The language needs to be amended on to the swimming pool companion bill, HB 737 by Rep. Larry Ahern, in order to have a chance to be sent to the Governor. There are some members of the House that have problems with the swimming pool provisions, which could jeopardize the building codes language, including the code enforcement portion.

The House Building Code bill, HB 1245, is still alive and will be heard on Friday. The problem is that its Senate companion, SB 1252, is still stuck in committee, which is procedura lly problematic. However, we are going to continue to push its passage.

Please contact your legislator and ask them to support both HB 737 and HB 1245, which will both be heard on the Special Order Calendar in the House on Friday April 26, 2013. The Building Codes bill has numerous provisions that are critical to both code enforcement officers and the construction community as a whole.

Please note that the date in the INTERFACE and on the Certification schedule for the F. A. C. E. Fundamentals exam at FAU in May is incorrect. It should read May 11th, not May 12th. February's Board Meeting

February's Board Meeting will be held in Tallahassee this year. This will give your State Representatives another look at FACE, after the Legislative and Judicial Committee visited last month.

This meeting will begin on Tuesday February 19th at 3:00 pm with the Board of Directors meeting at 300 W. Pensacola St., Tallahassee. The next two days will be spent meeting with various State Representatives, introducing themselves and making our Legislators aware of what FACE is all about.

Presence is everything. It shows who we are, what we do and what we want, and they remember. This second showing of FACE in Tallahassee will go along way.

The Legislative Committee is working with the FACE Lobbyist Dave Shepp on some issues concerning notice requirements and recognition of the FACE certification.

Hillsborough County Code Enforcement receives national honor

The Hillsborough County Code Enforcement Department recently received a prestigious national award.

The department is the latest recipient of the American Association of Code Enforcement Award for Outstanding Achievement in Code Enforcement Techniques.

The award was given to the department for its Operation Fight the Blight clean-up campaign. As a result of the operation, officials filled nearly 100 Dumpsters full of nearly 200 tons of trash.

They also boarded up or demolished more than two dozen abandoned homes, collected nearly 1,900 discarded tires and cleaned more than 500 square feet of graffiti.

The American Association of Code Enforcement (AACE) will soon hold its annual elections. Florida continues to set the example and tempo at the national level. This year Frank Cassidy, F.A.C.E. Past President, from the City of Cape Coral is running for the position of 3^rd Vice President and Dorothy Hird, Past F.A.C.E. 3^rd Vice President, from Seminole County Sheriff’s Office is running for the office of Secretary. If you are an AACE member, you will be receiving your voting ballot soon.

Sergeant David Enzbrenner's fellow Atchison officers were given the weekend off to grieve the loss of one of their own.

Enzbrenner was helping code enforcement on a nuisance ordinance violation when he was fatally shot.

The Florida Association of Code Enforcement’s Legislative Committee is surveying all the Florida jurisdictions regarding how many code officers they employ, whether they are certified, whether certification is required, and how many from the jurisdiction are members of FACE. Once compiled, this data will be used to help our lobbyist in Tallahassee seek state recognition of our education and training programs.
